Each dot is one hearing where 3 or more public commenters took a side. Across = share of those who took a side who were for the item; up = how many public commenters spoke on it (log scale). 86 public commenters at 24 hearings, 2024-12-09 to 2026-09-15: 44 against, 15 for, 27 no clear side. A side counts only when two AI readers (Claude Sonnet and Gemini) agree after reading the commenter's whole turn and the item's opening; an independent Claude Opus read agreed on 60 of 61 checked (lower bound 0.93, bar .90). Each hearing's speaker count and issue were confirmed by a separate Opus read. Staff, applicants and officials are not counted. This shows who spoke, not what the town thinks.

I'm happy to wordsmith, to have someone else wordsmith. To me, strive for a diversified housing stock is less negative judgmentally than to say diversify our housing stock.Steve WoehlekeVice Mayor · Moraga Town Council · Oct 23, 2024Watch the full meeting from 2:07:10

If you're doing an ADU, you don't need to apply, you just take out the tree. If you just apply for your ADU, you're saying it's going where the trees are, and you get your ADU approved and you cut the trees.

My question there is that does this mean, uh, that, um, even, even if let's say the creek setback extends to the house, takes the entire backyard, we have to allow them to put, uh, uh, at least an 800-foot, uh, ADU, be able to have an 800-foot ADU?

Yep, I remember that. Okay, um, then so assuming that, um, that we decide not to revise anything within the scenic corridor, that being constrained. How does this impact then what was proposed to HCD, and does it put into jeopardy our housing element that was approved by HCD?

I understand within certain half mile of BART we can't require parking, but we all know people are going to have cars. What— how do we make sure there's some parking included in this housing development?

I don't think our existing multifamily is super indicative of what we hope to do going forward. So, you know, I really like the, just the fact that they are townhome communities because they're, you know, what I always say is naturally, you know, naturally occurring affordable housing in that they're not rent-controlled.

I have one question. I am not sure I know when we say we have to have affordable units, say the 10%, is that moderate? Low income? What exact below market standard is being applied?
